Federal Tax Credit for New Electric Vehicles (Income Qualified): This federal tax credit offers up to $7,500 and is available for the purchase of all-electric or plug-in hybrid vehicles. Availability depends on several factors, including the vehicle’s MSRP, its final assembly location, battery component and/or critical minerals sourcing, and your modified adjusted gross income (AGI). Federal Tax Credit for Used Electric Vehicles: Available for pre-owned all-electric, plug-in hybrid, and fuel cell electric vehicles purchased on or after January 1, 2023. The credit equals 30% of the sale price up to a maximum credit of $4,000.
Senate Bill 1382 (stats. 2022, ch. 375) has established a partial sales and use tax exemption on qualifying zero or near-zero-emission motor vehicles purchased or leased by qualified California buyers. This partial sales and use tax exemption is effective from January 1, 2023 through December 31, 2027, with eligibility based on the buyer’s household income level, where they reside, and the vehicle leased or purchased.
Clean Cars 4 All Program (CC4A) Partial Sales and Use Tax Exemption: Offered by the California Air Resources Board (CARB) in association with local air districts, CC4A provides incentives to lower-income California drivers to replace their older, high-polluting motor vehicles with zero-emission vehicles. The current CC4A program provides qualified buyers with grants of up to $9,500 on the purchase or lease of an eligible vehicle.
Hybrid and EV buyers in the Pleasant Hill and Port Costa area may also be eligible for the following rebates and incentives:
Bay Area Air Quality Management District Clean Cars for All: Provides incentives of up to $12,000 for low-income Bay Area residents to retire their qualified operating and registered 1996 or older vehicle and replace it with a hybrid, plug-in hybrid, battery-electric, or to get a Clipper Card for public transit. Applicants must have an annual household income less than or equal to 400 percent of the federal poverty level to be eligible.
Pacific Gas and Electric Company (PG&E) Pre-Owned EV Rebate: The PG&E Pre-Owned EV Rebate program offers two rebate levels, based on the applicant’s household level of income when the pre-owned electric vehicle was purchased or leased. The Standard Pre-Owned EV Rebate offers up to $1,000 and the Pre-Owned EV Rebate Plus offers income-qualified customers an additional $3,000 rebate
Pacific Gas and Electric Empower EV Program: Offers income-eligible households up to $2,500 in financial incentives. The program extends to qualifying customers in single-family households who have recently purchased or leased an EV within six months prior to applying to the program. PG&E will cover the cost of up to $500 for one Level 2 charger (hardwires or plugs into to 220+ volt outlet). PG&E will cover up to $2,000 per single-family household for panel upgrades completed by licensed electricians.
Pacific Gas and Electric (PG&E) Special EV Rate for Home Charging: PG&E offers two electric vehicle rate plans for residential customers. Home Charging EV2-A combines your vehicle’s electricity costs with your home’s electricity usage, while EV-B separates your vehicle’s electricity costs from those of your home and involves the installation of a second meter. Both EV2-A and EV-B are non-tiered, time-of-use plans, so the rate you pay is based on the time of day you use the electricity.
The Consumer Assistance Program (CAP) Vehicle Retirement: Offers eligible consumers an incentive to retire their operational vehicle. Consumers meeting the income eligibility requirement may receive an additional $500 for each vehicle retired. All other vehicle owners may receive $1,000 to retire their vehicle at a BAR-contracted dismantler. To be eligible for the full $1,500 incentive, your gross household income must be less than or equal to 225% of the federal poverty level.
Decal for High Occupancy Vehicle (HOV) Lane Exemption (DMV): Authorizes a vehicle that meets specified emissions standards to be issued a CAV decal to allow single occupancy use of High Occupancy Vehicle (HOV or carpool) lanes. CARB establishes the official list of eligible vehicles based on vehicle emissions.
The California Hybrid and EV tax incentive and rebate programs are intended to promote clean energy and environmentally friendly automotive alternatives. Each program has its own specific requirements. However, eligibility for most is determined by the following basic prerequisites:
Must be a California resident at the time of the vehicle purchase or lease, and must retain ownership and registration in California for the specified minimum period.
The vehicle must be a new or used battery electric vehicle (BEV), or plug-in hybrid vehicle (PHEV) from a pre-determined model year, that was purchased or leased in California.
EVs or PHEVs purchased from a private seller are typically not eligible.
